Deal summary

  • Construction of Salalah Independent Water and Power Project in Oman, to begin operations in 2012

  • Expected to be largest and energy-efficient power/water plant in Dhofar, Southern Oman. Will increase power capacity in Dhofar region to 766 megawatts, where demand expected to double by 2016.

  • DWS has longstanding association with Oman government – advised on its privatization policies of electricity/water sectors (which affected this deal) in 1999.

  • SASLO currently advising project’s founder shareholders with respect to certain undisclosed project matters – also working on number of other water, power and infrastructure projects in Oman.

“This reflects the growing interest that Chinese financial institutions have in the Middle East and continues a trend of strong interest by Chinese financial institutions in funding offshore projects " Andrew Ruff, Shearman & Sterling

“The project faced challenges in today’s difficult project finance market and its particularly pleasing to see the confidence that the market has in Oman’s electricity market arrangements.” Christopher McGee-Osborne, Denton Wilde Sapte

“The energy sector in Oman is going through a growth phase with tenders for various projects including the coal-fired Duqm IWPP and the Solar Power Project being finalized at the moment and this represents both challenges and opportunities for investments in the Sultanate’s energy sector,” Alastair Neale, Said Al Shahry Law Office.
